For the frost brand (or flame tongue) what do YOu count as it affecting (for cold/fire using)

Flame tongues/Frost brands.. What do YOU count??

Who here, treats Fire giants as "fire using foes for the frostbrand, or frost giants for the flame tongue?

What about a mage (or priest), who has fire/frost based cold In his spell book (but not memorized)? What about if they have that spell in memory?
Or say a thief who has a necklace of fireballs??

In other words, what do YOU Consider "Fire or frost using" creatures, for both of those swords?
It's not who you kill, but how they die!
